Establishes a presidential primary to be held on the second Tuesday in March in presidential election years, separate from the regular primary elections held in May.

Requires candidates to file a declaration of candidacy with the secretary of state and pay a $1,000 filing fee at least 90 days before the presidential primary to appear on the ballot.

Allows voters to cast one vote for a candidate from a single political party only at the presidential primary, with winners declared according to state and national party rules.

Authorizes the secretary of state to remove candidates from the ballot due to death, incapacity, or withdrawal, but prohibits removals within 30 days before the primary.

Makes the state of Idaho responsible for all costs of publication and ballot preparation for the presidential primary, while county boards of canvassers must meet within seven days after the election to canvass results.
