Creates the Uniform Recognition of Substitute Decision-Making Documents Act as a new chapter in Idaho Code to validate and establish rules for documents authorizing decision makers to act on behalf of individuals regarding property, health care, or personal care.

Recognizes substitute decision-making documents executed outside Idaho as valid if they complied with the law of the jurisdiction where executed or indicated in the document.

Allows persons in good faith to accept substitute decision-making documents without investigation and provides protection from liability when accepting valid-appearing documents.

Requires persons to accept valid substitute decision-making documents within a reasonable time unless the person would not normally be required to act, has knowledge the document is terminated, or has good faith concerns about validity or abuse.

Provides remedies including court-ordered acceptance and liability for attorney's fees and costs against persons who wrongfully refuse to accept valid substitute decision-making documents.
