Establishes a presidential primary election to be held on the second Tuesday in March in presidential election years, separate from other primary elections held in May.

Requires candidates to file a declaration of candidacy and pay a $1,000 filing fee at least 90 days before the presidential primary to appear on the ballot.

Allows voters to vote for one candidate from among the candidates of only one political party at the presidential primary, with results certified to state party chairs and winners declared according to party rules.

Provides that delegates and alternates to the national convention shall be selected according to party rules, and that the state of Idaho shall bear all costs of the presidential primary.

Makes presidential primary participation optional for political parties and allows them to notify the secretary of state by the last Tuesday in November prior to the election if they intend to participate.
