Adds comprehensive provisions for registration, recognition, and enforcement of convention support orders and foreign support agreements, including specific grounds for refusal and procedures for contesting registered orders.

Clarifies jurisdiction rules, procedures for determining controlling child-support orders, and modifies provisions regarding child support order establishment, enforcement, and modification involving foreign countries and their residents.
