Renames the "Idaho honey advertising commission" to the "Idaho honey commission" throughout Idaho Code.

Creates a new commission structure composed of the department of agriculture director and three (3) honey producer/beekeeper members who must be Idaho residents for 5+ years, commercial beekeepers, and derive substantial income from honey production.

Allows the Idaho honey industry association to nominate two candidates per vacancy for governor appointment to three-year terms, with staggered expiration dates of June 30, 2015, 2016, and 2017.

Grants the Idaho honey industry association executive committee authority to request removal of commissioners with or without cause, allowing the governor to immediately withdraw the appointment.

Designates registered beekeepers exempt from taxation as ineligible to vote at referendums for tax rate changes, and updates all references to the "Idaho honey advertising fund" to "Idaho honey fund" throughout related statutes.
