Adds "postsecondary educational institution" and "public postsecondary educational institution" to the definitions in Idaho Code Section 41-4002, defining public postsecondary educational institutions as Boise State University, Idaho State University, Lewis-Clark State College, and University of Idaho.

Modifies the definition of "self-funded plan" to explicitly include public postsecondary educational institution plans alongside single employer plans and multiple employer welfare plans.

Establishes separate surplus requirements for public postsecondary educational institutions requiring them to maintain surplus equal to at least 30% of unpaid claims liability, instead of the standard requirements of three months of contributions or 110% of the stop-loss attachment point difference.

Allows newly formed plans 12 months and existing registered plans 24 months from the effective date to comply with the new surplus requirements.

Permits up to one-third of required surplus to be funded through clean, irrevocable letters of credit from federally or state chartered banks with Idaho branch offices.
