Adds a new admission preference priority for students seeking to transfer from another Idaho public charter school where they have been enrolled for at least one (1) year, subject to an existing written agreement between the charter schools.

This transfer preference is inserted as the fourth priority for initial enrollment and fourth priority for subsequent year enrollment, moving other preferences accordingly.

The amendment applies to both initial enrollment (when capacity is insufficient) and subsequent school year enrollment at public charter schools.

Requires that any charter school offering this preference must have a written agreement in place between the subject charter schools to implement the transfer preference.
