Amends and adds to existing law to provide insurance requirements, to provide requirements for testing autonomous driven vehicles, to provide that autonomous driven vehicles shall meet federal standards and regulations, to provide requirements for autonomous driven vehicles prior to testing or operation on highways within the state, to provide an exemption from liability for manufacturers and dealers and to provide that all highways shall be open for testing.
