Appropriates $1,732,800 to the Division of Human Resources from the Division of Human Resources Fund for fiscal year 2016, consisting of $1,081,300 for personnel costs and $651,500 for operating expenditures.

Authorizes the Division of Human Resources to maintain no more than 12 full-time equivalent positions during July 1, 2015 through June 30, 2016, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Requires the Division of Human Resources to pay the Division of Professional-Technical Education for statewide management and human resources training, with payment equal to fiscal year 2016 Miscellaneous Revenue Fund expenditures less any unencumbered balance from June 30, 2015.

Directs the Division of Human Resources to adjust minimum compensation schedule amounts to 70% of policy to move salary structures closer to market rates and retain qualified employees.

Continues job classifications currently on payline exception status to address specific employee recruitment or retention issues.
