Appropriates $163,600 from the General Fund to the Office of the Lieutenant Governor for fiscal year 2016 (July 1, 2015 – June 30, 2016), consisting of $151,500 for personnel costs and $12,100 for operating expenditures.

Limits the Office of the Lieutenant Governor to a maximum of 3 full-time equivalent positions during the fiscal year 2016 period, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor.

Exempts the Office of the Lieutenant Governor from appropriation object transfer limitations, allowing unlimited transfers between object codes for all appropriated moneys during fiscal year 2016.

Prohibits transfers of legislative appropriations from one fund to another fund unless expressly approved by the Legislature.
