Appropriates $7,173,400 to the Legislative Services Office for fiscal year 2016 (July 1, 2015 through June 30, 2016) from four funds: General Fund ($4,694,400), Miscellaneous Revenue Fund ($655,300), Legislative Capitol Facilities Fund ($440,000), and Professional Services Fund ($1,383,700).

Reappropriates any unexpended and unencumbered balances from the Professional Services Fund for fiscal year 2015 to be used for nonrecurring expenditures during fiscal year 2016.

Exempts the Legislative Services Office from Idaho Code Section 67-3511(1) and (3) for fiscal year 2016, allowing unlimited transfers between object codes, except transfers between funds require express legislative approval.

Appropriates $818,800 to the Office of Performance Evaluations for fiscal year 2016 from the General Fund for personnel costs ($727,500), operating expenditures ($89,400), and capital outlay ($1,900).
