Appropriates $2,032,600 to the Executive Office of the Governor for fiscal year 2016 (July 1, 2015 through June 30, 2016), consisting of $1,831,200 for personnel costs and $201,400 for operating expenditures.

Allocates $18,200 for Acting Governor Pay, $2,009,400 for Administration - Governor's Office, and $5,000 for Expense Allowance, all from the General Fund.

Limits the Executive Office of the Governor to no more than 22 full-time equivalent positions at any point during the fiscal year, unless specifically authorized by the Governor.

Exempts the Executive Office of the Governor from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and between programs for the appropriated moneys.

Prohibits transfer of legislative appropriations from one fund to another fund unless expressly approved by the Legislature.
