Appropriates $66,928,800 to the Division of Professional-Technical Education for fiscal year 2016 (July 1, 2015 - June 30, 2016), distributed across five program categories including State Leadership & Technical Assistance ($2,365,000), General Programs ($20,585,500), Postsecondary Programs ($39,539,100), Dedicated Programs ($820,000), and Related Services ($3,619,200).

Exempts the Postsecondary Program from Idaho Code Section 67-3511(1) and (3) restrictions, allowing unlimited transfers between object codes for all appropriated moneys during fiscal year 2016, provided that transfers between different funds require express legislative approval.

Reappropriates any unexpended and unencumbered balances from fiscal year 2015 dedicated funds and federal funds to the Division for nonrecurring expenditures during fiscal year 2016.
