Requires state agencies receiving, anticipating receipt of, or administering federal funds to provide detailed reports to the Division of Financial Management as part of annual budget requests, with an exception for postsecondary educational institutions.

Mandates agencies report federal funds received in prior fiscal year, federal funds for current and upcoming fiscal years, relevant obligations and agreements, and calculate federal funds as a percentage of total appropriations.

Defines "federal funds" as any financial assistance from the United States government or its agencies, whether as contract, grant, subsidy, augmentation, reimbursement, or other form.

Requires agencies to disclose any known future reductions or eliminations of federal funds and provide a contingency plan for operating if federal funds are reduced by 10% or more.

Expands the executive budget document from three to four parts, with Part IV consisting of federal funding reports and required disclosures, and requires the Division of Financial Management to report compiled federal funding information to the legislative joint committee by January 15 annually.
