Appropriates $2,681,100 from the General Fund ($2,163,600 for personnel costs and $517,500 for operating expenditures) to the Commission for Pardons and Parole for fiscal year 2016.

Appropriates $70,700 from the Miscellaneous Revenue Fund for operating expenditures, bringing the total appropriation to $2,751,800.

Authorizes the Commission for Pardons and Parole to maintain no more than 33 full-time equivalent positions during the period July 1, 2015, through June 30, 2016.

Requires the Governor's specific authorization to exceed the 33 full-time equivalent position limit and mandates prompt notification of the Joint Finance-Appropriations Committee of any increased positions authorized.
