Appropriates $65,318,700 total to Idaho judicial agencies for fiscal year 2016 (July 1, 2015 - June 30, 2016) across eight programs including the Supreme Court, District Courts, Magistrates Division, and Court of Appeals.

District Courts receive $32,370,900 (largest allocation), Magistrates Division receives $16,822,700, and Supreme Court receives $7,337,300 from General Fund, Court Technology Fund, Drug Court/Mental Health Fund, Federal Grant Fund, and other sources.

Funds allocated across personnel costs ($41,343,400), operating expenditures ($9,445,400), capital outlay ($8,806,000), and trustee/benefit payments ($5,723,900).

Exempts the Supreme Court from limitations under Idaho Code Section 67-3511(1), (2) and (3), allowing unlimited transfers between object codes and between programs for fiscal year 2016.

Prohibits transfer of legislative appropriations from one fund to another fund unless expressly approved by the Legislature.
