Amends Section 42-5233, Idaho Code, relating to ground water districts' power to incur indebtedness and issue warrants.

Increases the maximum dollar amount of warrants authorized to be issued before collection of the first assessment from one dollar ($1.00) to three dollars ($3.00) for each two-hundredths (.02) of a cubic foot per second of ground water authorized to be diverted and used within the district.

Allows ground water district boards to incur indebtedness for organization or other district purposes and issue warrants before the first assessment is collected, subject to the new dollar limit.

Maintains existing provisions that warrants issued after the first assessment collection cannot exceed the district's anticipated revenue and must comply with warrant form, signature, and interest rate requirements.
