Appropriates $520,478,300 for fiscal year 2016 (July 1, 2015 through June 30, 2016) to Idaho's four universities and systemwide programs, including $178,431,100 to Boise State University, $136,818,800 to Idaho State University, $167,937,300 to University of Idaho, and $32,326,100 to Lewis-Clark State College.

Reappropriates any unexpended and unencumbered balances from dedicated funds appropriated for fiscal year 2015 to be used for nonrecurring expenditures during fiscal year 2016.

Allocates $4,965,000 in General Fund appropriations for systemwide programs, including up to $140,000 for systemwide needs, approximately $1,760,500 for Higher Education Research Council missions and Idaho Incubation Fund program, and up to $863,300 for instructional technology projects and the Idaho Electronic Campus.

Requires the State Board of Education to report to the Joint Finance-Appropriations Committee and education committees by February 1, 2016 on implementation and effectiveness of Complete College Idaho initiative appropriations totaling $2,759,700 in fiscal year 2015 and $2,033,800 in fiscal year 2016.

Exempts the State Board of Education and Board of Regents from Idaho Code Section 67-3511 transfer limitations for fiscal year 2016, allowing unlimited transfers between object codes and programs, provided appropriations are not transferred between different funds without legislative approval.
