Repeals Sections 67-904, 67-905, 67-906, 67-907, and 67-908 of Idaho Code relating to publication and distribution of session laws, the joint printing committee, and distribution expenses.

Establishes a joint publishing committee composed of the publishing committees of the senate and house, chaired by the judiciary and rules committee chairmen of each house.

Requires the joint publishing committee to meet before final adjournment of each regular session to determine the proper method of printing and preserving session laws, considering cost, accessibility, and preservation.

Mandates published session laws include bills, concurrent resolutions, joint resolutions, memorials, constitutional amendments, and supplementary content such as title pages, tables of contents, indexes, and a list of all legislators.

Requires the joint publishing committee to prepare a written report with projected costs and distribution lists, subject to rejection by the legislature through concurrent resolution, with printing costs paid from the legislative account.
