Reduces the Department of Labor's Employment Services Program appropriation by $3,000,000 for fiscal year 2015 (July 1, 2014 - June 30, 2015) from the Employment Security Special Administration Fund.

Appropriates $6,190,000 to the Department of Labor for fiscal year 2015, including $6,000,000 from the Unemployment Penalty and Interest Fund and $190,000 from the Employment Security Special Administration Fund.

Appropriates $92,578,900 to the Department of Labor for fiscal year 2016 across six programs: Unemployment Insurance Administration ($30,750,100), Employment Services ($56,850,400), Wage and Hour ($560,800), Career Information Services ($773,400), Human Rights Commission ($1,019,900), and Serve Idaho ($2,624,300).

Limits the Department of Labor to a maximum of 700 full-time equivalent positions during fiscal year 2016 unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Transfers $3,000,000 from the Industrial Administration Fund to the Workforce Development Training Fund for Industry Sector grants and requires the Department of Labor to maintain the same number of local offices as existed on July 1, 2014, and report on Workforce Development Training Fund activities to the Joint Finance-Appropriations Committee.
