Legislature seeks assistance from Idaho's congressional delegation to ask the federal government to develop an economic model making Idaho's federal lands self-sustaining.

Any federal land transfers must specifically exclude national parks, national monuments, federally designated recreational areas, federal power generation facilities, Department of Energy and Defense properties, and Indian reservations and trust lands.

State of Idaho, through the Department of Lands, shall develop a "trust model" management plan for long-term trust agreements with federal agencies to manage appropriate federal lands within Idaho.

Department of Lands shall establish an internal working group to meet with federal land management agencies and identify specific parcels suitable for long-term lease management, considering proximity, natural resources production, economic viability, and environmental impact.

Department of Lands shall report to the Legislature and federal agencies at least annually on lease arrangements, management progress, and revenue generated.
