Recognizes John J. Grossenbacher for his 10 years of service as director of Idaho National Laboratory (INL), having arrived in 2005 to merge elements of the Idaho National Engineering and Environmental Laboratory with Argonne National Laboratory-West.

Acknowledges INL's achievements under Grossenbacher's leadership including 18 Research and Development 100 Awards, breakthrough in gas reactor fuel development, cybersecurity demonstrations, production of four space batteries for NASA's Mars Science Laboratory, conversion of 49 research reactors to proliferation-resistant fuel, and 44 Advanced Test Reactor experiment cycles.

Credits Grossenbacher with removing or securing 17 tons of highly enriched uranium and plutonium from the former Soviet Union and creating three national scientific user facilities accessible to researchers worldwide.

Recognizes his instrumental role in creating Idaho's Leadership in Nuclear Energy (LINE) Commission and his service as trusted advisor to three governors, three U.S. senators, and five congressmen.
