Legislature seeks assistance from Idaho's congressional delegation to develop a federal funding model for sustained management of federal lands within Idaho to support current uses and state interests.

Any federal land transfer or exchange must exclude national parks, national monuments, designated recreational areas, wilderness areas, power generation facilities, wildlife refuges, and Department of Energy, Defense, Indian reservations, and Indian trust lands.

Department of Lands shall develop agreements with federal agencies under the Good Neighbor Authority (Section 8206 of the Healthy Forest Restoration Act) to perform forest, rangeland, and watershed restoration on appropriate federal lands.

Department of Lands must establish an internal working group to meet with federal land management agencies and identify federal land parcels suitable for Good Neighbor Authority use, considering proximity to communities, natural resources production, economic viability, and environmental impact minimization.

Department of Lands shall submit at least annual reports to the Legislature and federal agencies regarding the status and performance of any proposed or executed Good Neighbor Authority agreements.
