Replaces all references to the "Bureau of Homeland Security" with the "Idaho Office of Emergency Management" throughout Idaho Code sections 21-104, 31-2229, 39-7103, 39-7104, 39-7114A, 46-1002 through 46-1027, 46-1211, and 67-5806.

Establishes the Idaho Office of Emergency Management within the military division of the office of the governor as a renamed entity replacing the former Bureau of Homeland Security.

Adds a new definition of "Office" meaning the Idaho Office of Emergency Management within the military division to sections relating to hazardous materials and disaster emergency management.

Modifies section 46-1005 to allow the office to be headed by the adjutant general as chief or by a coordinating officer selected by the adjutant general, with no additional compensation if the adjutant general serves as chief.

Makes section 20 (relating to council members) null and void on December 31, 2018 as a sunset provision.
