Redesignates the Modular Building Advisory Board as the Factory Built Structures Advisory Board to oversee manufactured homes, mobile homes, and modular buildings under a unified framework.

Expands the advisory board from five to eight members, including representatives from manufacturers, retailers, installers, and consumers who live in or use factory built structures.

Establishes that board members serve at the pleasure of the governor with staggered three-year terms, and consolidates fees collected from all factory built structure regulations into a single dedicated account.

Allows violations of factory built structures rules to be tried in any court of competent jurisdiction and clarifies that violations of board rules constitute misdemeanors subject to civil penalties not exceeding $1,000 per violation.

Removes references to the separate Manufactured Housing Board and redirects all related licensing fees and regulatory authority to the consolidated Factory Built Structures Advisory Board and division of building safety.
