Defines "auxiliary container" as reusable bags, disposable bags, boxes, cups and bottles made of cloth, paper, plastic, extruded polystyrene or similar materials designed for one-time use or transporting merchandise or food from retail and food facilities

Requires that any regulation, prohibition, restriction, fee, or taxation of auxiliary containers at retail, manufacturer, or distributor settings must be enacted by the state legislature only

Excludes county and municipal curbside recycling programs and other designated residential or commercial recycling locations from the restriction

Exempts auxiliary containers used in events organized, sponsored, or permitted by counties, municipalities, or school districts on their own property from the legislative-only requirement

Establishes legislative intent that uniform state regulation is necessary to prevent confusing and varying local regulations that would increase compliance costs for retail and food establishments
