Defines "qualifying charitable clinic or center" to include community health centers, free medical clinics, regional behavioral health centers, and state charitable institutions acting in consultation with licensed pharmacists or prescribers.

Expands the Idaho Legend Drug Donation Act to allow regional behavioral health centers and state charitable institutions to accept and dispense donated legend drugs to medically indigent Idaho residents.

Permits regional behavioral health centers and state charitable institutions to accept unused patient assistance program medications if the medication remains under their control and storage, and the original recipient no longer has a valid prescription, did not pick up the medication, or is no longer receiving services from the entity.

Establishes requirements for drug donations including original sealed packaging, clear lot numbers and expiration dates of at least 3 months remaining, prohibition on controlled substances (Schedules II-V), and inspection for adulteration prior to dispensing.

Allows pharmacies, hospitals, nursing homes, drug manufacturers, wholesale distributors, and prescriber drug outlets to donate legend drugs to qualifying charitable clinics or centers on a voluntary basis.
