Amends Section 45-308 to specify required contents of a notice of claim of lien, including nature of lien, producer and claimant names/addresses, county or counties where crops are grown, crop type(s), crop year, claim amount exclusive of interest, and other information required by administrative rule.

Requires the notice of claim of lien to be signed by the claimant, agent, or attorney-in-fact with certification of truthfulness; notarization is not required.

Establishes that the notice of claim of lien must be filed on a standard form prescribed by the Secretary of State that satisfies farm products financing statement requirements under Section 28-9-502(e), Idaho Code, with exemptions for debtor identification, secured party identification, social security numbers, and debtor signatures.

Amends Section 45-318 to provide that a claim of lien under this chapter will be deemed by the Secretary of State to meet the requirements of a farm products financing statement under the Uniform Commercial Code.

Declares an emergency, making the act effective upon passage and approval.
