Repeals the existing Uniform Athlete Agents Act and replaces it with the Revised Uniform Athlete Agents Act, establishing comprehensive registration and regulatory requirements for athlete agents in Idaho.

Requires athlete agents to register with the Bureau of Occupational Licenses; individuals acting as agents without registration face void contracts and must return any consideration received.

Mandates athlete agents provide written notice to educational institutions within 72 hours of signing agency contracts and prohibits certain conduct including providing false information, furnishing value before contract execution, and contacting athletes without registration.

Establishes that student athletes may cancel agency contracts within 14 days of signing without penalty or obligation to return consideration, and creates criminal penalties (misdemeanor) and civil remedies for violations.

Sets registration fees not to exceed $250 and allows the Bureau to assess civil penalties up to $25,000 for violations; allows reciprocal registration for agents already registered in other states with substantially similar requirements.
