Allows registered Idaho electors to apply in writing to their county clerk for a mail-in absentee ballot with permanent status by including a checkoff box on the standard absentee ballot application.

Applications for permanent status must be received by the county clerk no later than 5:00 p.m. on the sixth day before an election.

Once approved, eligible applicants receive mail-in absentee ballots for all subsequent elections without needing to submit a new application before each election.

Permanent status is revoked if a ballot is returned as undeliverable and the elector does not vote in that election, requiring submission of a new application to restore the status.

Effective date is January 1, 2017.
