Requires urban renewal agencies to directly reimburse telecommunications service providers 100% of the cost to relocate their facilities when relocation is necessary to accommodate an urban renewal project.

Applies the reimbursement requirement to facility relocations already in progress on the effective date of the act if relocation costs have not previously been agreed upon in writing between the agency and service provider.

Defines "cost of relocation" as the entire cost incurred by the telecommunications service provider for facility relocation, minus any salvage value from the old facility.

Defines "telecommunications service provider" as any provider of telecommunications services in Idaho as defined in section 62-603(13), Idaho Code.
