Establishes a Quality Educator Loan Assistance Program administered by the State Board of Education to provide direct repayment of federal education loans for eligible teachers.

Requires the State Department of Education to identify schools impacted by critical teacher shortages based on rural isolation, economic disadvantage, and low student achievement, and publish an annual report listing affected schools and subject areas.

Limits loan repayment assistance to eligible teachers to a maximum of $3,000 annually for up to 4 years, with minimum unpaid loan balance of $1,000 at time of application.

Requires applicants to submit official verification of total unpaid education loan debt and other documentation as determined by the State Board.

Makes the program subject to legislative appropriation, with preference given to teachers in schools most impacted by educator shortages if funding is insufficient.
