Authorizes Idaho Friends of the Orofino High School Mascot license plates effective July 1, 2016, for vehicle owners registered under Idaho Code section 49-402 or other sections allowing special plates, excluding vehicles over 26,000 pounds gross weight.

Charges $35.00 initial fee and $25.00 annual renewal fee for special mascot plates, in addition to regular registration fees; $13.00 of initial and renewal fees go to state highway account for program administration.

Allocates $22.00 of each initial fee and $12.00 of each renewal fee to school district 171 for academic enrichment activities including field trips, educational speakers, and dual credit class scholarships.

Requires plate design acceptable to the Clearwater community foundation secretary and approval by Idaho transportation department, with initial design costs paid by the Clearwater community foundation.

Allows sample mascot plates for $30.00, with $13.00 to state highway account and $17.00 to school district 171; permits plate transfers between vehicles with new registration receipt.
