Adds new Idaho Code Section 1-1626 establishing a priority order for payment of debts owed to courts in criminal cases, with court costs paid first, followed by fines, probation fees, and restitution to victims.

Court costs include technology fees, felony and misdemeanor fees, drug court and mental health court fees, and surcharge fees, which must be distributed in a specified order before other payments.

Removes previous provisions from Idaho Code Sections 19-5302, 72-1025, and 72-1105 that gave priority status to certain fines and reimbursements, instead placing them within the new comprehensive payment priority structure.

Maintains that restitution to crime victims may be paid through the court clerk or under alternative procedures, with victim restitution paid last in the priority order.

Allows courts to waive fines and reimbursements only when defendants are indigent and demonstrate good cause for inability to pay with written court findings.
