Amends Section 50-907, Idaho Code to create a new category of "historical records" defined as records with enduring administrative, legal, fiscal, evidential, or historical value that must be retained in perpetuity or transferred to the Idaho State Historical Society's permanent records repository by city council resolution.

Prohibits destruction of historical records; they may only be retained by the city permanently or transferred to the Idaho State Historical Society upon city council resolution.

Requires cities to notify the Idaho State Historical Society 30 days before destroying permanent records retained in nonpaper medium, allowing the society to request transfer of specific documents to its permanent records repository.

Allows cities to reproduce and retain records in photographic, digital, or other nonpaper media if the medium accurately reproduces the original document, with photographic film meeting ANSI standards and digital formats providing at least 200 dots per inch reproduction quality.

Repeals Section 50-909, Idaho Code relating to retention of records using photographic and digital media.
