Adds new exemption to Idaho's public records law for records related to proposed or existing critical infrastructure held by public agencies when disclosure would reasonably likely jeopardize safety of persons, property, or public safety.

Exempts records including emergency evacuation plans, vulnerability assessments, operation and security manuals, blueprints, and security codes for critical infrastructure.

Defines "system" to include electrical, computer and telecommunication systems, electric power generation and distribution, heating, ventilation, and air conditioning systems.

Defines "critical infrastructure" as any physical or virtual system or asset vital to Idaho or its political subdivisions where incapacity or destruction would have debilitating impact on state or national economic security, public health, or safety.

Declares the act an emergency measure effective upon passage and approval.
