Establishes legislative goal that every student reads at or above grade level by end of grade 3, requiring school districts to offer reading intervention programs to kindergarten through grade 3 students identified with reading deficiencies on statewide assessments.

Reading intervention programs must provide intensive development in phonemic awareness, phonics, fluency, vocabulary, and text comprehension aligned with Idaho's comprehensive literacy plan, in addition to core classroom instruction.

Requires individual reading improvement plans created within 30 days of identifying a reading deficiency, developed by teachers, principals, school personnel, and parents or guardians; schools may proceed without parental participation after good faith efforts to engage parents within 15 days.

Mandates written parent notification of reading deficiencies including description of current services, available intervention services, and home-based strategies; requires progress updates at school year's end or when student achieves proficiency.

School districts must report to state department of education by October 1 each year with grade-level data on students performing at basic/below basic and proficient/higher levels; state department must compile and report findings to state board, public, governor, and legislature.
