• Amends Idaho Code Section 67-5302 to define "state educational agency" to include community colleges, public school districts, public charter schools, and the Idaho digital learning academy, and makes technical corrections to various employment definitions.

• Allows employees who accrue sick leave at community colleges or public education entities to transfer up to 90 days of unused sick leave when becoming eligible employees of a state educational agency, and vice versa, effective on or after January 1, 2012.

• Permits school district employees to retain accumulated accrued sick leave (up to 90 days maximum) when transferring to another school district, public education entity, or state educational agency within one school year of termination, or within three school years if termination was due to reduction in force.

• Clarifies that transferred sick leave usage is governed by the laws and policies of the new employing entity.
