Establishes licensure requirement effective July 1, 2017 for medical laboratory scientists or technologists, medical laboratory technicians, and categorical medical laboratory scientists in Idaho.

Creates a five-member Medical Laboratory Board within the Bureau of Occupational Licenses, with four licensed practitioners and one public member appointed by the governor.

Requires applicants to meet education and certification requirements including baccalaureate or associate degrees with specific coursework in biology and chemistry, plus passage of nationally recognized certification examinations.

Establishes licensing fees not exceeding $100 for initial licensure and renewal, with $25 application fees and $50 temporary license fees.

Provides exemptions for persons licensed under other chapters, federal employees, educators and researchers, students in accredited programs, those performing waived tests, and point-of-care testing personnel meeting specified supervision requirements.
