Amends Section 49-402C, Idaho Code, regarding special license plate programs and standardized plate design requirements.

Changes the discontinuation threshold for special license plate programs from 1,000 to 1,500 plates required to be issued annually in two consecutive years to avoid discontinuation.

Extends the introductory period before discontinuation rules apply from January 1, 2014 to an initial three (3) year grace period for new programs created on or after July 1, 2002.

Allows existing plates to be renewed upon expiration until physical replacement is required, but prohibits production of duplicate or replacement plates if lost or damaged within the seven-year replacement cycle.

Applies discontinuation provisions to special license plate programs under sections 49-416, 49-417, 49-417A, 49-417B, 49-417C, 49-418A, 49-418B, 49-418C, 49-419, 49-419A, 49-420, and 49-420B, Idaho Code.
