Establishes Advanced Opportunities program providing $4,125 per student in grades 7-12 for overload courses (up to $225 per course), dual credits (up to $75 per credit hour), and college credit-bearing or professional certificate examinations.

Allows students to challenge courses and, if successful, be counted as having completed required coursework; public schools funded based on either actual attendance hours or passed courses, whichever is more advantageous.

Creates Advanced Opportunities Scholarship for students completing grades 1-12 curriculum at least one year early, equal to 35% of statewide average daily attendance-driven funding per pupil for each year avoided.

Requires public schools to collaborate with postsecondary institutions, establish program timelines, and make reasonable efforts to counsel students on program challenges; parents may enroll students in eligible courses with or without school permission.

Repeals sections 33-4603 ("8 in 6 Program") and 33-4604 (Mastery Advancement Program); State Board of Education may promulgate rules to implement the advanced opportunities program.
