Amends Idaho Code Section 22-2402 to revise the definition of "research facility" in the noxious weed control chapter.

Expands the definition to include both federally-funded laboratories and privately-funded laboratories, institutions, colleges, or universities conducting scientific tests, experiments, or peer-reviewed investigations involving living plants.

Requires research facilities to use generally accepted protocols at an equivalent or higher level than U.S. Centers for Disease Control and Prevention biosafety level 1 facility standards.

Applies the revised definition to facilities conducting research, tests, or experiments on living plants regardless of funding source, provided they meet the specified biosafety protocol requirements.
