Amends Idaho Code Section 33-1004 regarding staff allowance calculations for school districts to establish provisions for determining statewide average class size

Requires the state department of education to calculate statewide average class size using multiple figures from analysis of like and similarly situated districts based on the divisor breakdown in Idaho Code Section 33-1002, rather than a single figure averaging all districts

Beginning in fiscal year 2016, reduces the 9.5% flexibility threshold for employing fewer instructional and pupil service positions by 1% each year for districts whose average class size exceeds the statewide average by at least one student

Requires the state department of education to report to the legislature every February beginning in 2015 on the scheduled reductions by school district for the ensuing fiscal year

Authorizes the state board of education to promulgate rules outlining the method of calculation for statewide average class size figures
