Amends Section 54-1207 to allow the Board of Licensure of Professional Engineers and Professional Land Surveyors to hire an assistant or executive director who does not need to be a board member or licensee.

Revises Section 54-1404 to remove the requirement that the Board of Nursing's executive director be currently licensed to practice professional nursing in Idaho, allowing any qualified person to serve in that role.

Modifies Section 54-1713 to change the Board of Pharmacy's executive director position from requiring a licensed pharmacist to allowing any qualified person to serve as an ex officio board member and full-time employee.

Makes technical and codifier's corrections to Section 54-1713 to replace "act" with "chapter" in references to pharmacy law.

Includes a severability clause stating that if any provision is declared invalid, the remaining portions of the act remain valid.
