Amends Idaho Code Section 19-4705 to redistribute fines and forfeitures collected from state motor vehicle violations, driving privilege violations, and driving under the influence violations.

Allocates 22 1/4% of such fines to the state treasurer for deposit in the public school income fund (changed from previous allocation).

Allocates 11 1/4% of such fines to the state treasurer for deposit in the drug court, mental health court and family court services fund as referenced in Idaho Code Section 1-1625.

Applies the new apportionment percentages to fines collected by state law enforcement; fines collected by city law enforcement continue to apportion 10% to state (split between general fund and peace officers standards and training) and 90% to the city.

Allows any fines exceeding maximum misdemeanor amounts effective before July 1, 2005 to be deposited in the drug court, mental health court and family court services fund.
