Prohibits regulatory and law enforcement officials from accepting pecuniary benefits from persons subject to their jurisdiction, inspection, investigation, or custody.

Prohibits public servants with discretionary functions in government contracts, purchases, payments, and claims from accepting benefits from interested persons.

Prohibits judicial, administrative, legislative, and executive officials from accepting pecuniary benefits in connection with matters before them or their official duties.

Establishes exceptions allowing fees prescribed by law, gifts based on kinship or personal relationships independent of official status, and trivial benefits not exceeding $50.00 incidental to business contacts.

Removes the exception for benefits received from lobbying activities disclosed under chapter 66, title 67, Idaho Code, making such benefits prohibited under subsections (1) through (4).
