Creates new section 19-2914A establishing requirements for bail enforcement agents, including minimum age of 21, U.S. citizenship or legal residency, and possession of a valid enhanced concealed weapons license from Idaho or another state recognized by the attorney general.

Requires bail enforcement agents to carry specific items including a court-approved affidavit, defendant information, surety/bond information, concealed weapons license, and official credentials consisting of a gold-toned metal plate (2.7 by 2.25 inches) and identification card.

Mandates agents wear a jacket, shirt, or vest labeled "bail enforcement agent" on front and back during forced entry or planned apprehension, unless doing so would jeopardize safety or arrest capability.

Prohibits agents from representing themselves as peace officers, wearing badges or law enforcement uniforms, using fictitious names suggesting law enforcement status, or carrying weapons outside compliance with state and federal law.

Establishes civil penalties up to $2,000 for violations of requirements and age/citizenship/credential provisions, and misdemeanor criminal penalties for violations of prohibitions; requires bail agents to maintain copies of enforcement agents' concealed weapons licenses.
