Divides each existing community college district into 5 trustee zones with one designated trustee position per zone, drawn to be as nearly equal in population as practicable.

Requires community college boards to submit zone boundary proposals to the state board of education within 120 days following the decennial census, with the state board having 60 days to approve or disapprove with written explanation.

Establishes that trustees must reside in different zones from each other, with candidates running for specific zone positions and receiving the largest number of votes from the district being declared elected.

Allows incumbent trustees whose positions are redesignated to zones where they don't reside to complete their current terms, but requires future candidates for that position to reside in the newly designated zone.

Adds an appeals process allowing any decision of the state board of education regarding community college districts to be appealed to district court within 60 days, and declares an emergency effective date.
