HB 514 Summary

• Establishes the Idaho School Safety and Security Act as a new chapter in Title 33, Idaho Code, with the purpose of promoting safety and security at public educational facilities through assessments, training, and technical assistance.

• Creates the Office of School Safety and Security within the Division of Building Safety, staffed by a manager and other personnel hired by the administrator, with authority to conduct annual security assessments of all public educational facilities and provide written reports of findings and recommendations.

• Establishes a 13-member Idaho School Safety and Security Advisory Board consisting of gubernatorial appointees (parent, teacher, school board representative, superintendent), representatives from state education and law enforcement agencies, and two state legislators, with terms of two to three years.

• Requires the Advisory Board to develop and annually review school safety and security guidelines, assess safety resources available to educational facilities, and report annually to the legislature and governor on school safety and security status by February 1.

• Appropriates $300,000 annually from the public school income fund to the Division of Building Safety for implementation of school safety and security programs, effective July 1 of each year.
