Establishes annual reporting requirement for the State Department of Health and Welfare regarding the foster care program to germane standing committees, with reports due no later than 10 days following the start of each regular legislative session

Requires the department to appear before relevant committees on or before February 15 of each year to present the report

Report must include number of children in department's legal custody, number placed in foster care, frequency of moves between foster homes with reasons for moves, best practices in foster care, and goals to improve the foster care system

Requires description of progress made toward previous year's goals to improve the foster care system and any other information relating to foster care that the legislature requests

Department must supplement its report with any additional information requested by individual legislature members between the time the report is received and the time the department presents it
